Returned from 10 days in Tijuana.
Accommodation:
Serviced apartment near the action. $50/night.
Scene:
Improved recently. Negotiation possible.

Not sure I agree about the area recommendation. I found a different neighborhood to be better.

I was there in February and can add some detail:
Prices: Slightly higher than reported. I spent about $50/day on the hobby side.
Girls: Mostly locals. Quality was above average.
My favorite spot was a place recommended by another member here.
One tip: Weekdays are quieter and better.
